RBI proposes extra authentication for first-time online card use

Card issuers are mandated to validate the additional factor authentication.

The Reserve Bank of India (RBI) is proposing mandating additional factor authentication (AFA) for cross-border transactions that involve cards which have never been used for online transactions (card not present or CNP).

Under the proposed changes, issued on 7 February 2025, card issuers are mandated to validate AFA for non-recurring cross-border CNP transactions in the event that an overseas merchant or an overseas acquirer raises a request for additional authentication.

Card issuers in India are required to register their bank identification numbers (BINs) with card networks for AFA validation.

Card issuers are also guided to put in place a risk-based mechanism for handling all cross-border transactions.

The RBI is welcoming comments and feedback on the draft directions by 10 March 2025. These may be sent via email to [email protected].

Feedback or comments can also be sent via post to the Chief Chief General Manager-in-Charge of the Department of Payment and Settlement Systems, RBI.
